Mean Water Level Measurement

Add a moniter of the mean water level within the domain to fifthwave. This could be potentially useful for adjusting the max min amplitude test if the domain is filling up.

Have added a mean water level adjustment to the code that will break the waves into a group using the mean water level as the zero point. It will also adjust the applitude measurements for the mean water level too. I haven't plotted a metric of this yet and will add that as a job for 0.4.
